The proposed AP3F Technical Assistance (TA) will be a continuation of ADB’s support in the delivery of the ADB Uzbekistan Solar Program, which aims to develop a number of solar photovoltaic (PV) projects across Uzbekistan with a total capacity of up to 1 GW under a public-private partnership (PPP) modality (the Program). 

Two projects have reached commercial close under the Program. The first project is located in the Sherabad district of Surkhandarya region for the construction of a 457-megawatt (MW) PV station including a new 220-kilovolt (kV) substation and a 52-kilometer (km) transmission line (the Sherabad PV Project). The Sherabad PV Project reached commercial close in August 2021 and financial close in April 2023. The second project is located in the Guzar province for the construction of a 300MW PV station and 75MW battery energy storage system (the Guzar PV Project). The Guzar PV Project reached commercial close in November 2023. 

In December 2021, the Ministry of Energy (MOE), the Ministry of Investment and Foreign Trade (MIFT) and the Public Private Partnership Development Agency (PPPDA) of Uzbekistan requested ADB to work on the conceptualization, including project site identification, for the third and fourth solar projects under the Program (Project Definition Assistance) (the PV Project 3 and PV Project 4, together, the PV Projects 3 & 4). The result of the Project Definition Assistance is expected to form inputs to the project preparation and tender of the projects through a PPP modality. The TA will seamlessly carry on the development of the PV Projects 3 & 4 following the completion of the Project Definition Assistance under the current AP3F TA.
