The National Highway Authority (NHA), under Pakistan’s Ministry of Communications, has entered into transaction advisory agreement with ADB’s Office of Markets Development and Public-Private Partnership (OMDP) in April 2026 to structure and tender the Hyderabad–Nawabshah section of the M6 Motorway in Sindh under a PPP model through an international competitive bidding process. ADB sought support through the Asia Pacific Project Preparation Facility (AP3F) to fund project preparation and monitoring costs. The M6 Motorway is a critical missing link in Pakistan’s north–south corridor, designed to connect Karachi Port with inland production centers and onward to northern Pakistan and regional trade routes, thereby reducing logistics costs, congestion, and travel times while enhancing competitiveness and integration.
The Project will be implemented through a hybrid model, combining PPP delivery for commercially viable sections with sovereign financing for less viable ones, setting a precedent for future road PPPs in Pakistan. The Project aligns with ADB’s Strategy 2030 and Pakistan’s PPP priorities, promising significant developmental impact through improved connectivity, trade facilitation, employment generation, and adoption of modern technologies for efficient and climate-conscious infrastructure.
The proposed AP3F TA consists of project definition, capacity building, and preparation—including technical, commercial, and legal due diligence, structuring, marketing, documentation, bid evaluation, negotiation, and procurement advisory—until financial close, complemented by other ADB TAs for specialized inputs such as environmental and social safeguards.
