ADB and the Public-Private Partnership Center (PPPC) of the Kyrgyz Republic signed a Memorandum of Understanding (MOU) on 28 September 2023, to support the development of PPP projects, particularly in the renewable energy, social, digital, and urban mobility sectors. Following the MOU, PPPC and the Ministry of Energy (MOE) requested ADB’s support for the development of the Wind IPP Project. In October 2024, the Transaction Advisory Service (TAS) agreement for the Wind IPP project was signed.
The Project will be comprised of a utility-scale wind farm with a capacity of up to 100 megawatts under a PPP modality.
ADB is working closely with MOE to finalize the sites to be studied for further detailed assessment of their wind potential.
The proposed AP3F TA consists of capacity building, project definition and project preparation of the Project until commercial close.
