Background

The Capital Development Authority (CDA) has entered into a transaction advisory services agreement (TASA) with ADB’s Office of Markets Development and Public-Private Partnership (OMDP) on 27 March 2025 in relation to a hospital project to be implemented in the city of Islamabad under a PPP model through an international competitive bidding process.

CDA, operating under Pakistan's Ministry of Interior, oversees the development and administration of the capital city, Islamabad. The Capital Hospital, established by CDA in 1969 with the primary intention of providing health services to CDA employees and their families, is a 500-bed facility, with an estimated unutilized capacity of approximately 30-40%.

Given the growing demand for healthcare services, CDA’s redevelopment of Capital Hospital with potential expansion under a PPP model (the Project) presents a strategic opportunity to enhance service delivery. The Project will introduce modernized infrastructure, improved operational efficiency, and private investment, ensuring high-quality healthcare services are accessible to CDA employees and the public. The initiative will also explore the establishment of a medical and nursing college subject to viability assessment during feasibility stage, which could further support healthcare workforce development.

Key Activities

The proposed AP3F TA consists of capacity building, project definition, project preparation and project monitoring of the Project until financial close.

Expected Outcomes

Launch a tender for one of the first hospital PPP projects in the country to be procured through a solicited and competitive process.
