Based on the main conclusions and recommendations from a study delivered in 2020 through a technical assistance funded by the Asia Pacific Project Preparation Facility (AP3F) and World Bank’s Global Infrastructure Facility (GIF) (“2020 TA Study”), the Tashkent City Municipality (TCM) decided to further progress the detailed scoping of a pilot SWM PPP project in the Tashkent City and proceed to the project preparation stage.
The objective of the proposed AP3F TA is to assist TCM and MOEF to: (i) further develop the detailed scope of a pilot SWM PPP project (the first SWM PPP project) along with a master plan for subsequent PPP project development in the remaining areas of waste value chain, (ii) finalize the project preparation for the first SWM PPP project, (iii) conduct a successful open and competitive tender leading to the award of the first SWM PPP project to a suitable private sector partner, and (iv) achieve its financial close.
The proposed AP3F TA complements the sovereign support provided by ADB’s ongoing SWM projects consisting, among others, of the provision of financing for the development of a new sanitary landfill for the Tashkent City, and the legislative and capacity building support to the SWM sector in the country. The project shall align with ADB’s ongoing assistance to the implementation of the national SWM strategy and build on the GOU’s strategic directions for promotion of private sector participation in SWM projects.
The proposed AP3F TA project includes (i) project definition and conceptualization support for detailed scoping of a pilot SWM PPP project (the first SWM PPP project) in the Tashkent City as recommended in the 2020 TA Study along with developing a master plan for subsequent PPP project development in the remaining areas of waste value chain; and (ii) project preparation, structuring and tendering support which entails preparation, marketing, tendering, award, and financial close of the first SWM PPP project.
Preparation and structuring of viable, bankable, gender-sensitive, socially, and environmentally sustainable PPP projects successfully provided and build market confidence in the country’s SWM sector for private sector investors.
