To support the development of robust and sustainable PPPs and meet the IMF requirements of improved governance and transparency, the Government of Sri Lanka (GoSL) announced in August 2022 that they would reestablish the National Agency for Public-Private Partnership (NAPPP) (the previous NAPPP was disbanded in 2020 due to government and political changes). The NAPPP’s ultimate vision is to be a center of PPP excellence across all sectors, line ministries, provincial governments, and government agencies; based on the principles of value for money, probity, transparency, and professionalism.
The objective of the AP3F technical assistance (TA) is to assist the GoSL in establishing and operationalizing the NAPPP. While ADB’s Sri Lanka Resident Mission supported the initial actions towards the establishment of the NAPPP, this TA is assisting in two phases of completing the establishment and then supporting the operationalization of NAPPP covering legislative and regulatory environment enhancements, institutional and organizational support, advocacy and awareness programs, and practical assistance principally through the provision of advice, to the NAPPP for its support for PPP project preparation, development, implementation, and monitoring including support for identification and pipeline development (using best practice screening methodologies).
The AP3F capacity building assistance includes: (i) completion of the legislative and regulatory environment enhancements; (ii) ongoing institutional and organizational support; (iii) development and roll-out of advocacy and awareness programs; and (iv) practical assistance principally through the provision of advice, with project preparation, development, implementation, and monitoring including support for identification and pipeline development (using best practice screening methodologies).
- More government officials apply essential knowledge and skillsets to explore and identify potential PPP opportunities
- Institutional framework in place to bring potential PPP projects to the preparation stage
