The MPSE, together with the Ministry of Finance (MOF) and Public-Private Partnership Development Agency (PPPDA) set a plan to build and operate up to 100 new preschools covering children aged 3-7 years (the Program). The Presidential Decree No. UP-101 dated 8 April 2022, states the Program to be developed as PPP with assistance from the Asian Development Bank. The Program will target to build up to 100 preschools in the selected regions of Uzbekistan. The selection of regions will be decided based on multiple aspects such as technical parameters, geographical proximity, private sector feedback, bidding strategy etc. It is expected that all 100 preschools will be tendered as one project under one PPP Agreement.
The key objective of the support to be provided through the Asia Pacific Project Preparation Facility (AP3F) technical assistance (TA) is to achieve the development of a viable and bankable PPP structure and secure the involvement of professional private sector developers, investors and contractors to the implementation of the Program through open and competitive tender. It is also anticipated that the present support and the development of the Program will create a template for the development of other preschool PPP projects in Uzbekistan.
The assistance proposed under this TA will include: (i) project definition support which entails program screening and marketing; (ii) project preparation, tendering and post tendering support which entails tendering, award and financial close of the Projects; and (iii) capacity building support for MPSE, APE and other GOU agencies.
Continuation of the ADB Uzbekistan PPP program with AP3F support resulting in the development of one of the first preschool PPP projects in Uzbekistan.
