Background

Joydebpur-Mymensingh highway constitutes an important part of the National Highway No. 3 (N3), providing road connectivity with six districts. Rapid industrial development is expected within the vicinity of N3 because the Government is planning implementation of 10 economic zones in these six districts. 

In 2016, RHD spent the government budget to expand the 87 km stretch of Joydebpur-Mymensingh road from 2-lane to 4-lane highway in order to accommodate increased traffic. Unfortunately, despite the lane expansion, the expected operational efficiencies in terms of vehicular speed, road safety and reliability remain largely unattained. RHD therefore proposes further upgrade of the 87 km highway to a fully access-controlled expressway with provision for separate service lanes on both sides. 

In order to enhance the decarbonization impact of the N3 Project and develop climate change mitigation solutions, the Government also expressed interest in pursuing the possibility of installing solar photo-voltaic (PV) power generation along the N3 Project alignment with a view to utilizing the energy generated for the operation of the N3 Project as well as potentially selling the surplus energy to the national grid. 

Key Activities

The proposed AP3F TA will consist of: (i) capacity building assistance comprising deployment of experienced consultants and trainings to the members of the PPP Cell and PPPA; (ii) refinement of RHD’s project pipeline; (iii) feasibility assessment of a solar PV Project to be implemented in conjunction with a road PPP Project; (iv) project preparation and project monitoring assistance to achieve financial closure of N3; and (v) customized project monitoring on the Dhaka Bypass Road PPP Project and Rampura Amulia Demra Road PPP Project.

Expected Outcomes
  • Development of the N3 Project, a critical road transport corridor for Bangladesh upgraded for improved passenger and freight connectivity between Joydebpur and Mymensingh, as part of the road PPP Program.

  • Successful piloting of the solar PV Project to enable its replication on various other existing and new road projects in the country.
