Background

The Government of Uzbekistan (GOU) signed in August 2019 a Memorandum of Agreement with ADB for the Office of Public-Private Partnership to provide transaction advisory services on a program to develop a number of photovoltaic (PV) projects across Uzbekistan with a total capacity of up to 1GW under a public-private partnership modality (the "Program").

The first project under the Program is located in the Sherabad district of Surkhandarya region for the construction of a 457MWac photovoltaic station including a new 220kV substation and a 52km transmission line to connect to the Surkhan 220kV substation. The project reached commercial close in August 2021.

In parallel, MOE requested ADB to launch a second solar PV project in Guzar province with maximum capacity of 300MWac. The project concept has been approved by the Cabinet on 16 November 2021. 

MOE and PPPDA have now requested ADB to begin conceptualization, including project site identification, for the third and fourth projects under the Program (PV Project 3 and PV Project 4, respectively, and both collectively, the "PV Projects 3 & 4").

Key Activities

The proposed project definition and conceptualization support will cover:

  1. Assessment of suitability of the proposed site for each PV station;
  2. Finalization of each PV station’s technical specifications; and
  3. Environmental and social assessment.

The project will be supplemented by project preparation support in due course to cover the implementation of the tender process up to commercial close.
