Background

The PPP Center reviews PPP legislation and provides guidance. It also approves tender documentation packages for PPPs on behalf of the Ministry of National Economy, provides support during tenders, and assists with the coordination of project monitoring. The PPP Center also renders methodological advice and training to regional PPP centers.

Key Activities

The proposed AP3F TA project is divided into 4 components:

  1. Reformation of PPP legal framework through the assessment of the existing PPP legal framework to enhance the efficiency of PPP projects and attract private sector investments in Kazakhstan.
  2. Centralization of PPP knowledge and information through the development of a national PPP web portal to broaden access of relevant public sector agencies to MDB-recognized PPP knowledge products and enable efficient marketing of PPP opportunities in Kazakhstan amongst private investors.
  3. Capacity building for the identification, screening, prioritization, and preparation of pathfinder municipal infrastructure projects with a substantial demonstration effect and replication potential.
  4. APMG training on PPP concept and framework for the staff of the PPP Center and the Akimats.
