Background

The first phase of the project, also supported by AP3F, has concluded the Request for Qualification (RFQ) and Request for Proposals (RFP) during the second half of 2020. Taking of from these successful activities, the Ministry of Energy (MOE) requested for assistance to support project preparation and tender support for a second photovoltaic project in Sherabad. This project is located near the first site and will utilize the same transmission line and substation and is expected to generate substantial economies of scale and deliver value for money for the Government. Once completed, the new site will have an expected generating capacity of 200-300MW.

Key Activities
  1. Development of a bid evaluation financial model, based on template developed on First Sherabad PV Project
  2. Development and preparation of bid documents which include EOL, RFQ, RFP, invitation to bid documents, and appropriate evaluation criteria, based on template developed on First Sherabad PV Project
  3. Preparation of draft PPA and GSA, based on template developed during the First Sherabad PV Project
  4. Preparation of other Project documents as may be required, based on template developed on First Sherabad PV Project
  5. Issuance of the EOL and assistance in responding to requests for clarification
  6. Issuance of the RFQ and prequalify suitable bidders and assistance in responding to requests for clarification
  7. Issuance of the RFP and assistance in responding to requests for clarification
  8. Drafting of the evaluation report setting out the conclusions of the evaluation process and provide recommendations on selection of a “Preferred Bidder”; and
  9. Assistance in drafting the final legal agreements, including notice of award, and in negotiating with the winning bidder until the PPA and GSA are signed
