Background
The assistance is to support three (3) landmark projects in New Clark City, namely:
- the National Government Administrative Center (NGAC)
- Water and Wastewater
- Power Distribution
These projects are being undertaken by the Bases Conversion and Development Authority (BCDA) for the New Clark City. All three projects previously closed as PPPs between 2018 to 2019 with private sector partners from both local and international companies. ADB's Office of Public-Private Partnership acted as transaction advisor to BCDA.
Construction for the three projects have begun and further support is needed to ensure that the New Clark City becomes the first ever smart, green city in the Philippines as envisioned by BCDA.
Key Activities
Provide project monitoring assistance during the construction period and through the first year of operation for all three projects in both technical and legal aspects.
Expected Outcomes
By end of 2021, all 3 projects demonstrate successful first year of operations.
