Background

The Government of Uzbekistan has identified the water supply and sanitation (WSS) sector as one of the top priorities in the national development agenda and has initiated a series of reforms intended to spur the sector’s development.

In this context, Presidential Decree #4040 on “Additional Measures on Development of Water Supply and Sanitation System in the Republic of Uzbekistan” (the “Decree”) was issued in November 2018. Among others, the Decree instructs the Ministry of Housing and Communal Services (MHCS), the Ministry of Investment and Foreign Trade, the PPP Development Agency (P3DA), and regional municipalities to “prepare the necessary documentation and hold a tender for the transfer of water supply and sewage systems in the cities of Samarkand, Bukhara, Namangan and Karshi to private operators under a public-private partnership scheme.”

  3. Prepare tender documents

  4. Assist in tender process and in final negotiations

Expected Outcomes

By end 2020: Signing of one or more PPP concession agreement(s) for the delivery of WSS services in the four cities
