Background

The proposed Project involves designing, building, financing, operating and maintaining the Dhaka-Chattogram Expressway, an approximately 200 km road that starts at Dhaka and ends at Chattogram, on a PPP basis. The Project is comprised of the following component sections:

  1. DCE Section 1: Approximately 80 km section from Dhaka to Cumilla;

  2. DCE Section 2: Approximately 50 km section from Cumilla to Feni; and

  3. DCE Section 3: Approximately 80 km section from Feni to Chattogram

Although RHD and PPPA have experience in developing road PPP projects through two smaller projects also supported by ADB, the Project will be by far the largest projects in the sector to date. In order to implement a project of this size, PPPA decided to engage ADB as Financial and Strategic Advisor for DCE Section 1 in order to prepare the Section to international standards, and to seek technical assistance from AP3F to support Section 1 preparation activities.
