The State Committee of Industry, Energy & Subsoil Use (SCIESU), the applicant, was set up in 2016 as a successor to the former Ministry of Energy & Industry.
Background

The Kyrgyz Republic enjoys abundant hydropower resources, but less than 10% of this potential has been utilized.

Small HPPs (SHPP) are defined in the Kyrgyz Republic as having a power generating capacity of up to 30MW. Currently, there are 15 SHPPs in operation, totaling 46 MW of generating capacity.

Recent studies by UNDP and UNIDO have estimated that over 80 new SHPP sites are available to be developed or rehabilitated.

Key Activities
  1. Component 1 is for PPP/HPP capacity-building purposes and is legal in nature.

  2. Component 2 is also for sector-specific (HPP) capacity-building purposes including project assessment/prioritization.

  3. Component 3 is meant to provide specific project definition support and will include the preparation of 2 pre-feasibility studies.

Expected Outcomes

By 2021, one or more SHPP project(s) supported by AP3F reaches commercial and financial close.
