In March 2017, the Cabinet decided that a detailed review for any potential PPPs for EPC should be conducted, to strengthen its services from generation, transmission, to distribution and retailing of electricity.

Review existing data on EPC service delivery, examine EPC's business processes, management, and governance for both existing operations and new projects, compare against industry best-practices, and identify root causes for performance deficiencies.

Present to EPC, MPE, MOF and the Cabinet recommended options for PPP/outsourcing structures, performance targets, criteria for qualification of prospective PPP partners, and commitments of the Samoan government vis-a-vis a prospective PPP operator.

For the option(s) selected by the Cabinet, draft terms of reference for launch of tender and commercial close (to be funded under a subsequent application).
Private partner in charge of managing/operating some of EPC’s power assets for more than a year to the satisfaction of EPC (by 2019).
