Background

The City of Cebu, the center of the second most populous metropolitan area (2.8 million people) in the country, is facing a SWM challenge with economic growth, rapid urbanization and increasing population. This challenge has been exacerbated following the court-ordered permanent closure of the City’s landfill in December 2016. The City is actively looking at the possibility of setting up one or more PPPs for SWM covering collection, segregation, recovery, treatment recycling and incineration. To date, the City has received several expressions of interest from local and international corporates and is looking on an urgent basis for external assistance to define and scope the SWM project(s).

Key Activities
  • Assess how best to provide SWM services to the population under various PPP options,
  • Prepare capital expenditure, revenue and cost estimates,
  • Opine on expressions of interest received and map out other private sector entities potentially interested in SWP PPP, assist the City in carrying out initial SWM PPP presentations to local stakeholders, and
  • Estimate payment/support mechanisms required from public authorities to successfully close the Project(s).
