Background

MPE was established in 2015; its key role is to monitor the performance of state-owned enterprises (SOEs) and implement PPP and privatization policies. In March 2017, the Cabinet directed MPE to promote the development of PPPs and, in particular, to complete within two years PPPs for three SOEs: (i) road maintenance for Land Transport Authority, (ii) stevedoring for Samoa Ports Authority, and (iii) operation and maintenance of Samoa Airport Authority’s new international terminal.

Key Activities
  • Provide PPP training, focusing on international best practices and relevant case studies,
  • Assist on how best to conduct transaction selection, review and assessment, and
  • Provide appropriate options and recommendations on potential PPPs.
Expected Outcomes

Samoa’s PPP program in full operational mode, with at least one PPP project tender launched by 2018
