The concession contract for Tibar Bay, a greenfield, multi-purpose (container, break bulk and bulk) seaport, was signed in June 2016. The contract was awarded on a competitive basis, with the lowest financial contribution requested from the Government (VGF) as the bidding variable. Bolloré of France won the tender with a bid of $129 million.
The Government is forming a new PMU, which will act as its representative for the management of the Tibar Bay Concession Agreement and as the day-to-day counterpart of the concessionaire.
The PMU’s functions are currently performed by PPPLU. PPPLU has requested capacity building assistance from AP3F to fully operationalize the PMU and assist in the execution of its tasks until financial close.
PPPLU is also in the process of preparing a second application for AP3F support relating to project monitoring after financial close.
