Since the introduction of competition into the electricity sector, OOTR has been charged with the responsibility of reviewing and approving adjustments to tariffs based on fuel cost movements for both EPC and IPPs. There is an identified need to develop OOTR’s skill sets, methodologies and procedures for carrying out proper tariff reviews based on expected demand and increased competition.
Prepare recommendations for tariff methodologies,
Establish licensing procedures for IPPs,
Review generation investment plan and recommend policy tools for specific generation technologies, and
Review OOTR’s organization and develop manuals.
Announcement by OOTR of the overall review of its electricity regulatory framework, with particular emphasis on tariff policies for both EPC and IPPs and on renewable energies; such announcement to be made by 2018.
