The Government is looking to optimize airport operations by expanding and modernizing the Ninoy Aquino International Airport (NAIA) along with smaller regional airports with less traffic under one concession (the “Project”).
The Project aims to provide aligned expansion of capacity for the end-to-end passenger journey. To achieve this, the Project will require: (i) optimization of NAIA’s current airside and landside operations by maximizing runway movements; (ii) increasing taxiway and stand capacity; and (iii) improving process and experience of passenger terminal and landside infrastructure components.
ADB launched the tender in August 2023. Four bids from local and foreign bidders were prequalified. These were (i) Manila International Airport Consortium; (ii) GMR-Groupe ADP; (iii) San Miguel Corporation; and (iv) Asian Airport Consortium. In February 2024, the 25-year concession was awarded to San Miguel Corporation.
Since the Project’s inception, AP3F provided (i) project preparation support to facilitate the development of a bankable transaction; and (ii) capacity building through study tours to capital city airports that are operated by the private sector of a scale that is comparable to NAIA and selected regional airports.
AP3F will also provide project monitoring support during the handover of the airport assets to the operator under the concession agreement terms as well as in setting up monitoring and compliance mechanisms.
